State of Play



  *   The House passed the remaining six appropriations bills this afternoon and sent the $1.2 trillion package to the Senate to be voted on. In order to avoid a partial government shutdown, the Senate must pass the package before midnight tonight. While the package is expected to pass the Senate, some are expecting the process to reach beyond the midnight deadline – this means a brief partial government shutdown may happen. The package of six appropriations bills include more “controversial” spending provisions within Defense, Financial Services, Homeland Security, Legislative Branch, Labor-HHS-Education, and State-Foreign Operations.
  *   Following House passage of the appropriations package, Georgia Republican Congresswoman Marjorie Taylor Greene filed a Motion to Vacate Speaker Mike Johnson. The attempt to oust the Speaker is different than when former Speaker Kevin McCarthy was on the chopping block. Greene’s Motion to Vacate isn’t “privileged,” meaning a vote won’t be forced on the floor – for now. Greene said she filed the motion to serve as a “warning” to Johnson.
  *   The GOP’s already razor thin majority in the House is continuing to shrink, with Republican Mike Gallagher from Wisconsin retiring before the end of his term.
  *   Both the House and Senate are in recess over the next two weeks.

Cybersecurity



  *   Environmental Protection Agency Administrator Michael Regan and National Security Advisor Jake Sullivan sent a letter to governors warning of disabling cyberattacks by hackers affiliated with the Iranian Government Islamic Revolutionary Guard Corps and a state-sponsored cyber group from the People’s Republic of China known as Volt Typhoon. The attacks have the potential to disrupt the lifeline to clean and safe drinking water for Americans nationwide due to a lack of resources and technical capacity for water systems and authorities to adopt rigorous cybersecurity practices.
