Per the Board's Feb. 13 motion to "redirect staff to work with Parks and Recreation and comeback with proposals utilizing the previously ear marked $1,000,000 for the proposed Jonesville facility and other County owned parks. The previous directed RFP is to be halted and a $500,000 limited set for the Jonesville proposal," the Board will consider investing $500,000 in Tourist Development Tax (TDT) reserves for stadium bleachers (which include a press box and restroom/changing room) at Jonesville Park on tomorrow's Consent agenda.  This requires professional services for A&E, which cannot be funded with  TDT.  Therefore, Parks staff are proposing fully funding A&E for this, a future parking lot expansion, and pickleball courts using Wild Spaces Public Places (WSPP) as the funding source since collections are slightly higher than anticipated and OMB is working with Parks staff to close out recently completed WSPP funded projects with modest projected project savings.  Additionally, staff plan to apply for a Florida Recreation Development Assistance Program grant this summer to construct the stadium bleachers as it requires a 50% match.

Impact fees were recently realigned to correspond with our adopted Master Plan and our Master Plan (page 189) earmarks $25,000 for Pedestrian Access Improvements at Jonesville.  Our approved CIP funds the reconstruction of two soccer fields per year for the next few years.  The department is sensitive to the needs of our youth sports teams and doesn't want to negatively impact their practice/playing season by rebuilding all fields at once.

A plan for the remaining $500,000 is expected to return to the Board in the coming weeks.

Per a Commissioner's request, staff met with the Gainesville Soccer Alliance (GSA) regarding their requested stadium project at Jonesville Park.  This project was not included in our prior Board approved Wild Spaces Public Places list (see page 9 of the attached), nor was it included in our recently approved 10-Year Parks Master Plan.

Because it is County property with notable tourism potential for tournaments, Visit Gainesville, Alachua County was asked if they could contribute toward the project.  Several months ago, the Commission asked Tourism staff to explore a Capital Grants program for sports.  They identified $1 million which could be used toward this project however, the estimated cost of the project is $2.4 - $4.9 million.

Therefore, staff is happy to include this as a potential future park's project pending grant/other funding.
