County Economies 2024: Under the Hood of National Economic Trends - Jonathan Harris, Associate Research Director

  • National indicators sketch a landscape of U.S. economic performance, and the details and color for that landscape derive from local perspectives and county data. In 2023, our nation’s gross domestic product (GDP) increased by 3.1 percent – a measure that exceeded the expectations of many forecasters. To complement the national narrative, this report layers insights through county-level analysis and local insights to find the common threads between growing and declining economies

New Treasury obligation guidance for ARPA State an Local Fiscal Recovery Fund – Eryn Hurley, Director of Government Affairs

  • On March 29, the U.S. Department of Treasury (Treasury) released new FAQs related to their Obligation Interim Final Rule (IFR) for the ARPA State and Local Fiscal Recovery Fund (SLFRF)
  • Addressing concerns raised by NACo, the FAQs offer insights into personnel costs, subrecipient obligations, revenue loss, and handling excess funds
  • Counties may use SLFRF funds for personnel costs for any eligible position through December 31, 2026, that was filed prior to December 31, 2024 This is a deviation from the Obligation IFR, which stated SLFRF funds may only be used to cover personnel costs for individuals responsible for reporting/compliance for SLFRF
  • If a county decides to use SLFRF funds for personnel costs, it is required to collect information and report this to Treasury by either January 31, 2025 (for quarterly ARPA report filers) and April 30, 2025 (annual ARPA report filers) – This is an extension from the previous April 30, 2024 deadline
  • Subrecipients are NOT subject to the December 31, 2024 obligation deadline
  • After the December 31, 2024, obligation deadline, if a county has excess funds that were already obligated but not yet expended, the county may reclassify SLFRF funds from the original activity to another project that is eligible under SLFRF guidance

Update on EPA ’s PFAS MCLs – Sarah Gimont, Associate Legislative Director

  • EPA will publish maximum contaminant levels (MCLs) for PFAS in drinking water on Wendesday, April 10. Public water utilities will need to comply with the MCLs being set by EPA
  • NACo staff will provide an overview of the recently finalized rule

Commissioner Berry wishes to remind the South Region Members that the application process for NACo Presidential Appointments is open until 11:59 p.m. ET on Friday, April 26, 2024.
 
Appointments are for:
- Chairs and vice chairs for Policy Steering Committees and their subcommittees
- Chairs and vice chairs for the Large Urban County Caucus (LUCC) and Rural Action Caucus (RAC)
- Chairs, vice chairs, and members for Standing Committees
- Chairs, vice chairs, and members for Ad Hoc Committees, Task Forces, and Advisory Boards
- At-Large Directors for the NACo Board
 
To be considered for any of these presidential appointments or as an at-large director on the NACo Board of Directors, you must submit the online application by the specified deadline.
 
NOTE: Membership in policy steering committees is not included in this application process. Nominations for general membership in policy steering committees are handled by state associations of counties.
 
For policy steering committee membership, please reach out to your state association.
