- Earlier this week, the Senate dismissed impeachment charges against Department of Homeland Security Secretary Mayorkas without holding a trial
as the impeachment articles were deemed unconstitutional.
- Speaker Mike Johnson is attempting to stave off a mutiny after less than six months on the job. As of today, three House Republicans have signed
onto a “Motion to Vacate” to remove Johnson of his Speakership duties. The three Republicans are angry about Johnson’s handling of the reauthorization of the “Foreign Intelligence Surveillance Act” or FISA and his support for spending billions on foreign aid
for Ukraine, Israel and Taiwan. As of now, the Motion to Vacate Johnson has not been filed “under privilege” which means a vote won’t be forced, however, that could change any minute. You may recall, it was a successful Motion to Vacate led by Rep. Matt Gaetz
that resulted in former Speaker Kevin McCarthy losing the gavel.
- The House will vote this weekend on a $95 billion foreign aid package which includes funding for Ukraine, Israel and Taiwan. Speaker Johnson
and Republicans supporting the foreign aid funding will need the support of House Democrats to ultimately pass the legislation. The House will also vote on a bill to ban TikTok if China’s Bytedance does not divest itself from the company.
- The House and Senate are scheduled to break for a week-long recess next week, however, with the foreign aid package and a few other bills still
being debated and voted on in both chambers, it’s possible that the recess will be canceled. More to come.
Cybersecurity:
- On Tuesday, the House Energy and Commerce Health Subcommittee held a hearing to examine health sector cybersecurity in the wake of the
Change Healthcare Attack. Noticeably absent was UnitedHealth Group, who did not make anyone available to testify at the hearing. They discussed ways in which health care can learn from other sectors when it comes to cybersecurity issues—whether more federal
authorities are needed at HHS to combat hackers and other things the sector can do to prevent this from happening again.
- The Cybersecurity and Infrastructure Security Agency (CISA), Federal Bureau of Investigation (FBI), and the Office of the Director of
National Intelligence (ODNI) released a guidance document that details the latest tactics employed in foreign malign influence operations to shape U.S. policies, decisions, and discourse and could be used to target America’s election infrastructure. Learn

Agency, Regulatory & Grant Opportunity Updates:

- The Bureau of Reclamation just opened a grant opportunity for WaterSMART Environmental Water Resources Projects. The grant opportunity was officially
posted yesterday and closes June 18th, 2024. The funding opportunity supports collaboratively developed projects that provide significant ecological benefits, including water conservation and efficiency projects, water management and infrastructure
improvements, river and watershed restoration, and nature-based solutions implementation. Learn more

- The USDA’s Food and Nutrition Service (FNS) released the 2024 SNAP Process and Technology Improvement Grants Program (PTIG) request for applications,
aimed at supporting efforts by state agencies and their community-based and faith-based partners to develop and implement projects that use technology to improve the quality and efficiency of SNAP application and eligibility determination systems. These grants
are particularly timely as many states are struggling to meet critical customer service standards of timely and accurate benefits. Learn more

- The U.S. Department of Energy (DOE) released a new roadmap outlining solutions to speed up the interconnection of clean energy onto the nation’s
transmission grid and clear the existing backlog of solar, wind, and battery projects seeking to be built. You can read the roadmap

- FEMA Administrator Deanne Criswell announced that 16 states and one Tribal Nation are eligible for a total of up to $295 million in funding
for flood resilience through the fiscal year 2023 Swift Current funding opportunity, made possible by President Biden’s Bipartisan Infrastructure Law. Florida was one such state selected (up to $40 million). Read more

- Rep. Cammack joined Rep. Byron Donalds (FL-19) in a bipartisan letter alongside Representatives Mario Díaz-Balart, Scott Franklin, and
14 additional colleagues from across Florida in demanding that the Biden administration does not proceed with proposed wilderness designation at the Big Cypress National Preserve. Read the press release and letter

- Rep. Kat Cammack introduced the bipartisan “Alleviating Barriers for Caregivers Act” (ABC Act). The bill would help reduce red tape for
family caregivers at the Centers for Medicare and Medicaid Services (CMS) and Social Security Administration (SSA) by requiring the agencies to review the eligibility determination and application processes, procedures, forms, and communications of Medicare,
Medicaid, Social Security programs, and the Children's Health Insurance Program (CHIP) to reduce administrative challenges for caregivers. It requires a report on the findings and remedy plan back to Congress within a year of the bill's enactment to streamline
the policies and procedures.
