I am in receipt of your email below.
On March 8, 2024, Public Works received a request from the Contractor, VE Whitehurst, to delay the start date
on the project due to challenges with the delivery of the Drainage Structures. Each structure must be constructed as to the depths and types as per plans. The request was for the new date to be twelve (12) weeks from the approval of Shop Drawings by the
County.
The revised Notice to Proceed (NTP) for the subject project now sets the start date of June 3, 2024. It is good
construction practices to complete any asphalt work until all drainage, including culvert crossings are installed.

NW 23rd is in worse conditions than SW 24th. However, SW 24th also presented
deteriorating conditions. The Board has adopted a Pavement Management System with several parameters. Pavement condition is only one parameter. Other factors that are considered by the program are Traffic Volumes, Surface Conditions work orders, Areas of
Inequity, overall age of the asphalt, and a very complicated algorithm. Pavement Management is not necessarily “worse first”. The goal is to improve the roadway before the surface gets to the critical point of deterioration and therefore, avoid greater expense.
