*** This Email is Being Blind Copied to All Commissioners***

Mr. Amar,

I am in receipt of your email below.

 1. NW 23rd Ave was supposed to start on 3/10/24. To date nothing has been done, and conditions continue to deteriorate.

On March 8, 2024, Public Works received a request from the Contractor, VE Whitehurst, to delay the start date on the project due to challenges with the delivery of the Drainage Structures. Each structure must be constructed as to the depths and types as per plans. The request was for the new date to be twelve (12) weeks from the approval of Shop Drawings by the County.

The revised Notice to Proceed (NTP) for the subject project now sets the start date of June 3, 2024. It is good construction practices to complete any asphalt work until all drainage, including culvert crossings are installed.

If you have any questions or require additional information, please feel free to contact me.

 1. When is the new date for work to start? I've noticed work has begun on SW 24th near Haile, which was nowhere near as bad. I find that curious.

NW 23rd is in worse conditions than SW 24th. However, SW 24th also presented deteriorating conditions. The Board has adopted a Pavement Management System with several parameters. Pavement condition is only one parameter. Other factors that are considered by the program are Traffic Volumes, Surface Conditions work orders, Areas of Inequity, overall age of the asphalt, and a very complicated algorithm. Pavement Management is not necessarily “worse first”. The goal is to improve the roadway before the surface gets to the critical point of deterioration and therefore, avoid greater expense.

If you have any questions or require additional information, please feel free to contact me.

Sincerely,

Ramon D. Gavarrete, P.E.

Good Evening Robert,

You’ll be happy to know that construction on NW 23 Ave is scheduled to begin on March 10th. I agree the road is deplorable and I’m glad that we were able to get that contract underway.

We are working our way through many of the worst roads of Alachua County and trying to stay on top of the rest. This commission inherited a mess - but in the past few years we’ve funded roads with sales tax dollars, more than tripled general fund funding, and utilized gas tax dollars as best we can in an attempt to deal with a 20 year deficit in maintenance. Roads are one of the reasons I ran for office and I’m doing the best I can.

Take good care,
Mary Alford

Good Afternoon Ms. Alford,

I am writing in regards to the unsafe and deplorable road conditions on NW 23rd Ave. Between Santa Fe College and Buccholz High School.

This road has suffered fron neglect for years. Now, it is actually dangerous to travel. You and your fellow commissioners should be ashamed. The condition of the road is like a 3rd world country.

If you worked in the private sector and performed your job duties this poorly, you would be fired. Do. Your. Job.

Fix the roads. There's money for all sorts of ridiculous projects, but your citizens can't have safe roads? Shameful.

Bob Amar
