Hello- Our definition does include incineration, and we do not allow incineration in Alachua County at present. From our Comprehensive Plan - Policy 1.2.5 Incinerator and mass burn facilities will not be included in the County solid waste system. The use of tires, plastics or plastic derived materials as a fuel source or as feedstock for a waste to energy facility is prohibited in the County solid waste system. This policy does not prohibit the combustion of vegetative yard trash, vegetative biomass and vegetative storm debris. Hazardous waste or other material for which there is no alternative method of disposal shall be disposed of as mandated by Federal law. Exceptions to this policy may be allowed for research and development activities by special exception when approved by the Board of County Commissioners. Additional standards including limitations on scale and environmental and safety standards shall be included in the Unified Land Development Code for such research and development activities. Commissioners for Alachua County, I am following up on my previous email with you because I would like the opportunity to discuss the topic of incineration with you. Like I mentioned in my previous email, I want to make sure no definition of zero waste includes incineration. Incineration is the most polluting and costly way to produce energy. Compared to recycling and composting, it creates fewer jobs. When an incinerator makes the same amount of energy as a coal power plant, it produces 65% more CO2, three times the amount of NOx, almost six times the amount of lead, and 27 times more hydrochloric acid. Incinerators are also unpopular. In 1991, there were 187 trash incinerators, but in 2024, with the exception of extremely small incinerators, there were only 65. Lastly, incineration has negative health effects, causing a higher rate of cancer and respiratory systems, congenital abnormalities, hormonal defects, and an increase in the sex ratio.
