*** This Email is Being Blind Copied to All Commissioners***

Mr. Eckert,

Please see attached email from May 26, 2022.

As stated in said email, our county is abysmally behind in road maintenance and this commission’s goal, is to turn that around. But it won’t be overnight. Over Thirty years of deferred maintenance is a big issue, both in terms of time and resources. This commission is working to creatively address acquiring the resources to catch us up on this issue. The Board is increasing the roads budget and looking for other funding options as well, trying to find options that affect the citizens of Alachua County the least.

As for the current Capital Improvement Program (CIP), CR 234 is not programed in the next 5 years.

Since 2016 – 2017, the Board of County Commissioners has allocated General Fund (Property Taxes) dollars towards road rehabilitation projects. In FY 2017, the Board allocated $3,000,000 and this amount grew to approximately $4.2 million for current year for roadway rehabilitation projects. In 2016, the Board also amended its Comprehensive Plan to facilitate straight milling and resurfacing projects on our roadways. Unfortunately, even with this funding, our infrastructure needs greatly exceed the available funding. Gas Tax revenues are utilized to fund the County’s transportation departments and Road & Bridge regular maintenance operations, including mowing, tree trimming, potholes, guardrails, limerock “dirt” road grading, street sweeping, bridge maintenance, and many other everyday maintenance operations. Additionally, now approximately four (4) years ago, the Board adopted the Stormwater Assessment that is now allowing Stormwater crews not only maintain, but also reopen historic drainage-ways around the County.

There is a portion of the Gas Tax that can only be used for new roadways, or improvements along existing roadways, that would allow for increased capacity on our roadways. Unfortunately, this portion of the Gas Tax cannot be used for maintenance operations due to Florida Statutes.

However, even with the dedicated funding from the General Fund, we are too far behind for that to ever work. Here is what the Board of County Commissioners is doing:

 1. The roads have been inspected and ranked based on their condition. This information is being input into programs to help the county prioritize road repair and maintenance.
 2. This information was provided to the Board of County Commissioners on September 14, 2021.
 3. Over the last three years, the Board has allocated approximately 15.2 million roads and bridges. These allocations include projects like the 8th Avenue Extension/Connection, federally funded projects that must meet the Federal government’s stringent requirements, and other non-maintenance activities. The allocation towards roadway rehabilitation is estimated at $4 million for current year.
 4. After discussion with the Board on September 14, 2021, the Board by consensus, agreed to work to increase that number in FY 2023 (October 1, 2022) for roads alone. The current funding proposal is for approximately $10 million for FY 2023 and $15 million for FY 2024 and into the future. Therefore, while the “going” is slow, the County is striving to head in a positive direction.

Furthermore, the Board has placed the Infrastructure Tax on the November ballot and depending on the results, the CIP will be amended.

If you require additional information, please do not hesitate to contact me.

Sincerely,

Sincerely,
