As Coronavirus Relief Fund Deadline Looms, NACo Offers Tools to Navigate U.S. Treasury Guidance

Authorized under the Coronavirus Aid, Relief and Economic Security (CARES) Act (P.L. 116-136), the Coronavirus Relief Fund (CRF) provides $150 billion in aid for state, county and municipal governments to address necessary expenditures due to the COVID-19 public health emergency.

Over the last month, the U.S. Department of the Treasury has released several new documents that clarify eligible expenses and reporting requirements for CRF recipients. In addition to this evolving guidance, the December 30, 2020 deadline for recipients is fast approaching, meaning both CRF prime and sub-recipients must ensure funds are spent appropriately.

To assist county governments, NACo has hosted national calls with the U.S. Treasury and compiled resources to help navigate these changes and new processes.

New York Post:
Florida Gov. Hires Conspiracy Theorist to Analyze Data Amid COVID-19 Outbreak

Florida Gov. Ron DeSantis has tapped an obscure sports blogger and conspiracy theorist from Ohio for a data analytics job amid the coronavirus outbreak in the Sunshine State, a report said Tuesday.

Kyle Lamb, who also moonlights as an Uber driver, will be doing data analysis on a number of subjects, including COVID-19 research, in his new gig for the country’s third most populous state, The Miami Herald reported.

Lamb has floated a number of conspiracy theories about the coronavirus on Twitter and repeatedly praised DeSantis’ handling of the pandemic, according to the report.

Miami Herald:
First Wave of COVID-19 Vaccine Will Need to be Rationed. How will Florida Decide?

About 3.5 million Floridians, mostly healthcare providers, medically vulnerable and first responders, could be given priority status when the first doses of the long-awaiting coronavirus vaccine arrive in the state, according to a draft report from the Florida Department of Health.

Will the state even get that many doses and if not who decides where the first ones go? Those are some of the many unanswered questions as the state prepares for the first vaccine delivery as early as December.

Miami Herald:
Experts Wonder and Warn: Is Florida the Nation’s Test Case for COVID-19 Herd Immunity?

Can Florida return to life as normal without containing the spread of the novel coronavirus?

The answer from Gov. Ron DeSantis is an emphatic yes. And, whether Floridians know it or not, he is pursuing a policy that will allow the virus to spread freely in the state until most of the population becomes infected — or is vaccinated with a yet-to-be obtained vaccine — while attempting to protect those thought to be most vulnerable.

Q&A with CDC

Will warm water stop the outbreak of COVID-19?

It is not yet known whether weather and temperature affect the spread of COVID-19. Some other viruses, like those that cause the common cold and flu, spread more during cold weather months but that does not mean it is impossible to become sick with these viruses during other months.

There is much more to learn about the transmissibility, severity, and other features associated with COVID-19 and investigations are ongoing.
