Good morning,
Question: When a motion adopted by the BOCC states to “bring back to us” information, what exactly does this mean? 
I expect the subject of the motion to be put on an agenda for a presentation and discussion etc. It seems what has become customary, is for the issue to be addressed in an email from staff to the BOCC. 
Also, the issue of the conflict resolution per FS 164 with the city of Alachua, and the very separate issue of the JPA, (big letter), is a legal issue. Why is it the planning staff is providing the explanations regarding statutory meaning and intent, etc via email to the BOCC? This clarification should be provided by the county attorney, Sylvia Torres. She signed the JPA. 
I respectfully request a motion to direct the county attorney to provide a public presentation regarding the conflict resolution and the separate JPA. Planning staff should not be providing legal opinions. 
It is time to bring this issue into the sunshine along with the proper professional staff to address all issues and questions etc. from the public and the BOCC.
