Commissioners,

Staff will add limerock, maintain the cross slope that does exist (I measured the cross slopes to be between 1.5% to 2%, and compact.  As previously stated, when I met with Mrs. Huey last week, NW 22nd Avenue was in good shape.  

It is very clear that Mrs. Huey will not be pleased until said road is chip sealed or paved.

Mr. Gavarrete-

As I stated in our meeting last week, nothing short of total lime rock restoration will bring NW 222nd Ave. to a safe and functional condition.

The surface of the road has been compromised so severely by the grader, due to the fact that there is NO material to work with. Continually digging into the hard subsurface has created a mess of a road, full of potholes and standing water. There is no crest, and the road is lower than the shoulders, so water does not run to the ditches as it should. Water being held on the road simply washes away any material that may have been applied to the potholes. This material ends up on the shoulder or in the ditches, only to be taken away at some time and not replaced. 

Very little has been done to maintain/restore proper functioning culverts and ditches throughout this area of Alachua. Only when there is a problem is anything done. There is much need for preventative maintenance to ensure safe driving conditions.

As per our meeting last week, I have asked the Road Department to add limerock, grade, and roll the road in question.  Furthermore, as per our conversation, the road grading schedule is such that limerock roads are graded every eight (8) weeks, on the average.  This is due to scheduling of resources.  You and I discussed either chip sealing or paving your roadway, which has been your goal since 2008 when the chip seal program was re-energized.  As I informed you, the Board of County Commissioners has not authorized any chip seal projects since May, 2017.  If and when the Board authorizes the continuation of the Chip Seal Program, I expect that the roadways segments to be chip sealed will be in the order of the 2008 list.

Commissioner Pinkoson-





I am contacting you, as it involves county areas under your responsibility, namely, properties between Alachua and Lacrosse.



As you may or may not be aware, these lands are part of a drainage system which flows north to the Sante Fe and New Rivers, by way of many creeks and ravines. The roads that run through these areas are under a lot of pressure, particularly during the rainy season. Since hurricane Irma last year, the waters have not receded much, and events such as we experienced yesterday, have taken a serious toll on the roads, and the residents that live on them.



I have lived at my residence on NW 222nd Ave for 14 years, and have never seen this road in such poor condition. Mr. Ramon Gavarrete from Public Works, recently came out to assess the road, and like so many times before, I was told that my road was actually better than many others in the county. I find this excuse shameful and illegitimate, and I take no comfort in knowing someone is worse off than my neighbors and myself.



One nearby road in question, NW 75th St., was paved, aka "chip-sealed" years ago with no consideration of drainage issues. During Irma, this road washed out at a non-functional culvert, which since has been replaced. Other areas of this road were not provided with culverts, and the water floods over them. During yesterday's storm, there was a foot of fast flowing water going over this road in 2 areas, causing residents to be trapped on/off their properties. I had to turn around and take the alternate route, only to have to navigate through deep and deeper potholes.



Mr. Gavarrete told me that his hands were tied by the County Commissioners, and as such, was unable to provide safe, well-maintained roads due to lack of personnel, equipment, and materials.



What I know, is that Alachua County can, and should do better by it's rural citizens.
