Good morning Mr. Donahey,
I appreciate your approach yesterday and the conversation regarding the BOCC meeting minutes of 2-27-2024.
As I expect the minutes will be corrected to include the written information I provided during the 2-27-24 meeting and a notation of the direction given by the BOCC to the legal department which resulted in a memo dated March 15, 2024 written by David Forziano, Assistant County Attorney.
I find it very disappointing the BOCC did not remove these draft minutes from the agenda for review and amending prior to a vote to adopt the incorrect version as presented.
The BOCC rules are very clear about this: Section VIII Citizen Input, paragraph B Addressing the Board, paragraph 2. “Copies of al exhibits or documents shown to the board shall be given to the Clerk for inclusion in the minutes of the meeting, unless due to the size or nature of the exhibit, it would be impracticable to include an exhibit or document in the minutes”…
My document was 2 pages, and 8 copies were provided to the clerk, including a copy for the absent Commissioner Chestnut. He told me he never received it.
The 2-27-24 minutes do not make reference to the direction given by the BOCC to the Attorney Sylvia Torres. This also should have been included in the minutes.
I expect the amended version will be placed on a near future BOCC for adoption.
