Hello,
I am contacting you as an ACLD staff member and a member of the CWA Union, Local 3170. I am asking that you not decide to make any changes to the ACLD Medical Leave Policy at today’s Budget Hearing and Governing Board Meeting.
The suggested Critical Leave Bank offers no benefit to people with medical issues that are non-life-threatening (or have a major impact on life functions). If someone has issues with mental health, for instance, they won’t qualify for the Critical Leave Bank benefit, whereas under the current system of donating PTO, they may have been able to get help from their colleagues.
Also, the Critical Leave Bank takes a negotiated benefit with cash value and transfers it back to the library. While our current system of PTO donations allows unused hours to be returned to the donor, the Critical Leave Bank does not. The hours one must donate to the bank are non-refundable and are required at least once a year, regardless of how many hours are in the bank.
This proposed change will adversely affect the most vulnerable among us. To make these changes at a time when our colleagues may need more leave for medical reasons is not responsible governance. Again, I ask you to not make any decisions to change the medical leave policy at today’s meeting.
