Good morning,
I noticed the agenda format for the BOCC virtual  public meetings has changed; there is no time certain public comment at the beginning of the meeting. Also, in the introduction to the meeting attachment, it is stated public comments are allowed for “items not on the agenda”. If an item is discussed and then public comment is not offered due to no motion, then the public is shut out of the discussion. For example, when the BOCC received an update to the development agreement between the City of Alachua and the BOCC, no offer for public comment was made.
When did the BOCC change the policy for public comment to require the public speak only to items “not on the agenda”. Prior, the public was allowed to speak to an issue of interest. Also, if you do not take public comment on the adoption of the agenda, again the public is shut out.
I am well aware of the challenges of the virtual meeting process, however, this challenge is not justification for limiting public input. If the BOCC Is conducting public business, then honor the process.
